“Vox Dei, Vox Populi” (Opinión)

El lunes 9 de noviembre la crisis política que viene agobiando al Perú desde hace algún tiempo, alcanzó su pico mayor. El Congreso de la República, por mayoría, decidió vacar, en su segundo intento, a Martin Vizcarra hasta ese entonces presidente del Perú, por incapacidad moral. Esto tras una serie de informaciones reveladoras de escándalos de presunta corrupción durante su mandato como gobernador regional de Moquegua.

Si bien esta decisión es cuestionable debido al hecho de que la causal de “incapacidad moral permanente” es debatible porque su interpretación no está delimitada, es de por sí una decisión irreversible. Justamente a raíz de esa ambigüedad en la interpretación, es que el ejecutivo planteó durante el primer pedido de vacancia, una demanda competencial ante el Tribunal Constitucional (TC), para que defina en que márgenes se puede alegar la permanente incapacidad moral de un presidente el cual hasta la fecha no tiene pronunciamiento.

Como una referencia histórica, debo señalar que este vendría a ser el cuarto presidente vacado en la historia del Perú. El primero fue José de la Riva Agüero en 1823, por pugnas políticas por posturas diferentes; luego, Guillermo Billinghurst, en 1914, cuestionado por sus ideas de centroizquierda. En medio de escándalos, Alberto Fujimori, por huir a Japón y renunciar por fax, renuncia que no fue aceptada, fue vacado en su lugar.

Todos ellos fueron vacados por Incapacidad moral. Lo cual se me vienen unas preguntas ¿por qué no hay incapacidad moral para los congresistas? ¿Considerando todas las denuncias que muchos de ellos tienen?  ¿Era realmente necesario vacar a Vizcarra? Según algunos analistas políticos, no había beneficios políticos en eso, ya que la Fiscalía no estaba impedida de investigar a Vizcarra, y porque las elecciones del 2021 no podían aplazarse.  Además, Vizcarra no podía salir del país sin el permiso del congreso, por lo que la posibilidad de escape estaba en buena parte controlada, habiendo otros mecanismos para asegurar la continuidad de las investigaciones.

Otra preocupación entendible de la población, es si está garantizada la división de poderes, considerando que el mandato del nuevo presidente emana del Congreso con el riesgo de que el régimen se torne muy “parlamentario”. Sobre esto, las señales que ha estado transmitiendo el nuevo gobierno, no han sido muy favorecedoras, empezando con la designación del nuevo premier y su gabinete, sumado a ello, las declaraciones desafortunadas de algunos de sus ministros.

En estas circunstancias es importante el protagonismo que toma la ciudadanía expresando su disconformidad en las calles, manteniéndose vigilante frente a los hechos que vienen ocurriendo, y para que las autoridades entiendan que, según el accionar que tengan, tendrán una respuesta de la población.

Ahora, desde mi punto de vista, la parte musical está venida a menos, porque somos la última rueda del engranaje, si desde hace muchos meses no podemos trabajar, imagínense con la coyuntura actual, ¿qué nos espera? Y nuevamente llego a la conclusión de que un país que no apoya la cultura, la educación, el arte y el deporte es un gobierno insensible. En unos días más estaremos entrando al estudio para grabar un tema dedicado a estos padres de la patria.

todos mienten, por ganar una elección

Políticos, yo no puedo ni escucharlos

por tu voto, te prometen honradez

Políticos, elegidos por el pueblo

Lo que quieren es que haya confusión Políticos, que siempre nos utilizan

y creemos que tendremos solución”

Amigos no soy un analista político, simplemente escribo lo que pienso y no olvidemos la frase en latín “Vox Dei, Vox Populi” (La Voz de Dios es la voz del Pueblo). Ya vendrán tiempos mejores, cuídense y nos vemos pronto.
